The Business Intelligence|Criteria page defines which data to use when running the BI query. For example, if you will be enabling other users to run your BI query, the criteria can be used to add search criteria so users can filter their search results. For example, you can allow users to search for customers by 'Country'. You can then use a filter to lock the criteria so users cannot change it. For example, you can restrict users to only searching for customers in Canada. For more information, refer to BI Criteria.
